The 65th session of the Council for Science and Technology Policy was held at the Prime Minister's Official Residence on March 30, 2007. In the meeting, the council members discussed proposals made by a group of executive members toward the creation of innovation through science and technology after receiving the Innovation 25 interim report. The council members will further deepen their investigations and reflect the opinions of the executive members in the Innovation 25 final report to be issued at the end of May. In addition, plastic was introduced in the meeting as an example of a material that is opening up new possibilities. Prime Minister Shinzo Abe concluded the session with the comment, "The council determined the direction of reforms for the concrete promotion of Innovation 25. In order to overcome competition from the rest of the world, and also to establish universities and graduate schools that attract human resources from around the world, it is important for universities and graduate schools to carry out bold reforms. They must resolutely change their setups, which are based on seniority and apprentice systems."
