1. Strategic investment for research and development must be made, using clear selection criteria and focused review of the role of science and technology in the work of every Ministry. Moreover, share of resource allocation must be expanded, with the emphasis on strategic critical science and technology, by reforming resource allocation guidelines and prioritization processes.


2. Prompt launch and implementation of reform

(1) Enhanced research competitiveness and innovation
Specific programs should aim to realize world-class COE, and to attract scientific and technological talent form abroad. A comprehensive strategy for enhancing Japan's competitiveness, including developing human resources robust enough to overcome global competition with flexible thinking, is crucial.

(2) Institutional Reform
Institutional bottle-necks regarding the promotion of science and technology (i.e. enhancing mobility of human resources, and accelerating clinical trial) must be eliminated.

(3) Public understanding of science and technology
A government-wide strategy must be made for enhanced public understanding of science and technology. Science and math education in elementary and high school must be strengthened.
