What are the products that require "copy of qualification documents", issued by registered testing agencies, when importing and selling household electrical appliances? What are the procedures required for a foreign manufacturer to obtain the documents for a Japanese importer?
Also, what are the products that are subject to mandatory recycling? 

Answer

There are 112 electrical products (items such as electrical power supply equipment, electrical massage machines, and vending machines) that require issued qualification documents. Foreign manufactureres, after establishing required testing facilities, must apply to registered testing agencies (domestic registered testing agencies or foreign registered testing agencies) to take tests equivalent to compliance tests.

1. When a domestic importer imports specified electrical appliances of a model category from a manufacturer with a qualification document for the model, attatchment of a copy of the qualification document, issued upon request from the manufacturer, will be seen as equivalent to certification documents and will be allowed for importation and sale.

2. The Law for Recycling of Specified Kinds of Home Appliances, in force since April, 2001, obliges the retailer to accept the products upon disposal, and the manufacturer (importer for imported products) to recycle certain electrical appliances, namely air conditioners, CRT TV sets, electrical refrigerators and freezers, and electrical laundry machines.
