What kind of procedures must be followed for the importation and sale of product with explosives, such as toy fireworks and miniature rockets? 

Answer

Since misuse of explosives might lead to explosion or ignition, to prevent disasters from explosives and to secure public safety, explosives in toy fireworks and miniature rockets are regulated by the Explosives Control Law. Importation and sales require an import permit of the prefectural governor. Should you store explosives amounting to more than 25kg, they must be stored in a warehouse, the installation of which must be permitted by the prefectural governor.

1. Fireworks whose quantity of explosives is smaller than that restricted by Ministerial Ordinance are specified as "toy fireworks" for general consumer use.

2. When you import and sell toy fireworks, you should obtain permission of the prefectural governor. If the total amount of the explosives is more than 25kg, they should be stored in a warehouse, the installation of which should be permitted by the prefectural governor.

3. There is no need to obtain permission for the sale, transfer, take-over or use of toy fireworks, for they are not so dangerous as other explosives.

4. Miniature rockets require permit from the governor of the prefecture in which the landing port is located. For importation of miniature rocket engines that carry more than 20 grams of explosives, certain permits are required: permit for sales of imported explosives and permit for installation of a warehouse to store the imported explosives.
