Basic objective

To implement comprehensive measures for ending the third period of stimulant drug abuse in Japan as soon as possible and to make a positive contribution to solving the global problem of drug abuse

    (1) Eradicating drug abuse by young people and providing support for their families, etc
    (2) Improving the Environment Surrounding Drugs
    (3) Appropriately Dealing with the Changing Situation at the Border
  3. Setting Indices Corresponding to Objectives

Objective 1

To eradicate drug abuse by young people by continuing to educate especially lower and upper secondary school students about the hazards of drug abuse and further improving education for young people who are not in school

(1) Improving guidance on drug abuse prevention at schools, etc
(2) Ensuring educational opportunities for juveniles in/out of employment
(3) Improving guidance on drug abuse prevention in communities
(4) Fostering the idea of eradicating drugs through publicity and educational activities
(5) Establishing consulting systems by related organizations, etc
(6) Strengthening the on-the-spot guidance system and establishing a cooperation system therefor
(7) Improving measures to prevent juveniles from relapsing into drug abuse

Objective 2

To eliminate illicit drug trafficking organizations and exercise thorough control over end-users

(1) Promoting measures against organized crimes
(Clarifying the actual conditions of illicit drug trafficking organizations, etc.)
(Enforcing control over the key persons of organizations)
(Imposing severe punishment)
(Depriving of drug crime proceeds or the like)
(Utilizing and studying investigative techniques)
(2) Enforcing thorough control to eliminate illicit drug trafficking organizations made up of foreigners such as Iranians
(Strengthening measures against illegal entry and illegal residents)
(Exercising intensive and comprehensive control)
(Clarifying the actual conditions of organizations)
(Deterring illegal remittance)
(Improving the availability of interpreters)
(3) Coping with increasingly sophisticated methods of illicit trafficking
(4) Enforcing thorough control over end-users
(5) Coping with diversifying drugs
(6) Exercising thorough supervision over legal distribution
(7) Strengthening cooperation among related organizations

Objective 3

To interdict drug smuggling at the border and promote international cooperation, including support for measures in illicit drug production areas

(1) Strengthening Collection of Information about Smuggling, etc
(Strengthening collection of information from the private sector)
(Strengthening international information collection)
(Strengthening organizations and equipment)
(Building networks for signature analysis, etc.)
(Enhancing measures against the export and import of raw materials)
(2) Tightening control over smuggling
(Strengthening cooperation among related organizations)
(Strengthening the control system according to the risk of smuggling)
(Reinforcing equipment to control smuggling in response to the larger amount of smuggling and more sophisticated smuggling methods)
(Utilizing investigative techniques such as controlled delivery)
(3) Strengthening measures against smuggling by sea, such as through smuggling routes from China and North Korea
(Strengthening cooperation among related organizations)
(Strengthening collection of information)
(Strengthening systems of surveillance and control of sea, ports, harbors, etc.)
(Clarifying the actual conditions of drug smuggling organizations and improving measures to control them)
(Establishing an international control system)
(4) Cutting off the drug supply in the international community
(Providing Asian countries, etc. with cooperation in controlling)
(Strengthening cooperation for international organizations, etc.)
(Promoting bilateral economic cooperation)

Objective 4

To prevent relapse into drug abuse by supporting the treatment and rehabilitation into society of drug dependents/addicts, and enrich support for their families

(1) Improving treatment for drug dependents/addicts
(Establishing a medical service system)
(Promoting studies on drug dependence and toxic psychosis and providing information)
(2) Support for the rehabilitation into society of drug dependents/addicts
(Measures at correctional institutions, etc.)
(Measures through probation)
(Improving the system to support rehabilitation into society within communities)
(Providing organized support for breaking away from drug dependence)
(3) Strengthening cooperation among related organizations to provide support for treatment and rehabilitation into society
(4) Supporting the families of drug dependents/addicts
