What is the White Paper on Youth?


1    Background

    The White Paper on Youth reports the present state of youths in Japan and relevant measures so that the general public may obtain an understanding of national youth administration. It has been published since 1956 with its 47th edition issued this year.

2    Report Structure

    The White Paper on Youth 2006 is organized into three parts: Part 1, "Present State of Youths in Japan"; Part 2, "Administrative Policies on Youths" and "References."


(1) Part 1 Present State of Youths in Japan

Describes the present state of young people in Japan with reference to the latest statistics on youths.


(2)Topical news
    Attaining Social Independence - Quest to find possibilities -

    Some examples of social activities and good practices to support the independence of youths are shown with a focus on the activities which are important for youths to experience during elementary school age,adolescence,and young adult age in order to achieve social independence.


(3) Part 2 Administrative Policies on Youths

Describes the government policies on young people undertaken mainly in fiscal 2005.
    In addition,since securing safety for children is a serious issue effort including the introduction of school buses to ensure the safety of children and such are presented in Topical News "Restoring safety and security for children".
