22. Household Goods Quality Labeling Law


(1) PURPOSE OF THE LAW AND SYSTEM
The objective of this law is to protect the interests of general consumers by labeling appropriate to the quality of household goods.

(2) OUTLINE OF THE LAW AND SYSTEM
A Cabinet Order designates "household goods" as commodities for which the labeling standards (particulars to be declared on the label and instructions to be complied therein) are fixed by the state. Manufacturers or distributors, etc. are required to provide proper labeling in compliance with these standards. The Ministry of International Trade and Industry is authorized to officially announce the name of anyone who fails to follow these directions and provide proper labeling (Articles 2, 3 and 4).

(4) OUTLINE OF THE CONTROL
1) Items Covered
Commodities designated by cabinet order as commodities whose quality is very difficult to ascertain by the general consumers, and which particularly necessitate that the general public be clearly informed of their quality when purchasing them (Article 2).

2) Outline of Specifications, Standard and Inspections, etc.
For each "household good" labeling standards consist of (a) particulars to be declared on a label including components of a product, its performance, uses, proper storage and other qualities, (b) matters to be observed for labeling particulars listed in the preceding paragraph including the method of labeling (Article 3).
