Details of Measures 1. It was explained to the complainant that herbal cigarettes could not be sold as they came under "the articles substituting for cigarettes" in Article 67 of the Tobacco Monopoly Law, which says, no person shall manufacture or sell for the purpose of business any article usable as a substitute for manufactured tobacco.
2. Further it was explained that unless there was a statement about indications and effects as a drug, Herbal Cigarettes would not be regulated under the Pharmaceutical Affairs Law.
