Subject | Relaxation of the obligation to submit the Phytosanitary Certificate for small packaged seed for retail use. | ||
Details of Measures | The countries in the world impose an obligation, according to the International Plant Protection Convention, to submit the Phytosanitary Certificate issued by the plant protection agency of the exporting country, for importation of plant. Especially as for seeds, strict measures are taken, as there is a high possibility of pests on seeds being directly brought to the stage of agricultural production. Thus, Japan cannot be an exception to excuse submission of the Phytosanitary Certificate even for importation of, for instance, small packs for retail sale. It was explained that a phytosanitary certificate is required for each import lot. |
