Subject Improvement of the inspection method in the plant quarantine of nursery-tree of an ornamental plant (dracaena).
Details of Measures We investigated the facts and found that the package of the imported dracaena went out of order by the vibrations during transportation, and this was not by inspection.
The sampling ratio in the quarantine of imported plants has been determined according to the ratio of discovery of injurious insects and diseases, the possibility of harmful insects and diseases important in the plant quarantine attaching to the plants. The sampling ratio of dracaena in this case has been set up at more than 50, and it is difficult for us to lower this ratio from the viewpoint of prevention of injurious insects and diseases.
Further it was replied to the complainant that the plant quarantine was a system established by the member countries of the International Plant Protection Convention to prevent the invasion of injurious insects and diseases into their countries and that Japan is not the only country which is taking such severe steps.
