Subject | Concerning dangerous goods, clarification of the definitions of dangerous goods based on the standards of the International Maritime Organization (IMO) and relaxation of the regulations for their transport containers. | ||
Details of Measures | 1. Reply was made as follows: while the Fire Service Law regulates all the matters relating to the manufacture, handling, storage and transport of hazardous materials, IMO regulates only their transport on the sea, and therefore it is difficult to make the IMO standards agree with the definitions and scope of hazardous materials. Under the circumstances where the kinds of chemical substances and mixtures are increasing recently, reconsideration of the definitions of hazardous materials is under way. 2. Concerning the standards for the containers to transport hazardous materials, their reconsideration is made at regular intervals at the request of the parties concerned in view of the situation where new container material were developed one after another, and this would further be promoted in future. |
