Subject Concerning the import of quarantine cargoes such as fruits and vegetables, approval of the import procedure using facsimile transmitted copies of the phytosanitary certificate issued from the exporting country government.
Details of Measures Reply was made as follows:
The phytosanitary certificate is important documents for the import inspection in importing countries. Its alteration is prohibited under the International Plant Protection Convention, and US, EC countries, etc. accept the originals only.
The Japanese authorities accept the originals or their simultaneous carbon copies, but cannot accept their facsimile transmitted copies, because they can easily be changed and we have no effective measures to prevent it.
By the way we requested the US Government Plant Quarantine Authority to speed up the issuance procedure for phytosanitary certificates at the Japan-US Regular Plant Quarantine Technical Meeting held in late August 1985.
