Subject Relaxation of the requirements, and simplification and rationalization of the procedures for permitting land transport of the high cube containers.
Details of Measures Concerning land transport of the 40 feet long and 9 feet 6 inches high international sea-transported containers, their passage on the routes specified in advance has been approved since April, 1985 on condition that the necessary measures for traffic safety should be taken in view of the state of the road, the amount of traffic involved, etc. On their land transport permission procedures, etc., it has further been decided to taken the following policies and they were informed to the complainant.
1. Passage Times In principle, passage shall be allowed at any time of day, and exceptions to this rule may only be imposed for times of particularly heavy traffic congestion.
2. Acceptance of Applications for Route Designations Because of the large numbers of route designation applications being received, processing of these applications sometimes takes a long time. However, once these present problems are overcome, acceptance will be done regularly and more frequently than at present, and every effort will be made for prompt processing.
3. Application Documentation and Procedures for Trip Permits The documentation required for applications will be drastically reduced, with the necessary preparations made by early August 1986. The period of validity for special permits for out-size vehicles outside the limits set by the Road Traffic Law will be radically extended to one year in principle, and exceptions to this rule may only be imposed when major changes are anticipated in road conditions or other relevant factors.
4. Use of Expressways Permits have been available for expressway use, excepting all sections with tunnels. This will be revised to allow permits for passage through expressway tunnels which do not pose any structural safety hazards.
