Subject | Concerning ship quarantine, 1. Expansion of in boarding inspection, the applicability of quarantine at berth and extension of the acceptance times for boarding inspection. 2. Details of Measures | 1. It was explained that, as to the inspection at berth, it would be difficult to expand the present application due to the conditions of location of berths at Japanese main ports and as to the hours for receipt of the boarding inspection, the principle of "from sunrise to sunset" should be enforced. 2. As to radio pratique, it was explained that, (1) It was impossible to abolish the sanitary inspection certificate because of the existence of vessels which have failed to get the certificate. However, the effective period of the sanitary inspection certificate shall be extended to two years from one year at present for those vessels having excellent results of sanitary inspection (planned as October 1, 1987). (2) Radio pratique will be allowed for ships for which Radio Pratique was not permitted by reason of carrying the cargo in containers from the quarantine diseases infected area (planned as October 1, 1987). (3) If there is a prior contact through the ship's agents, measures shall be taken as much as possible for the receipt of maritime declaration of health after the entry of ships and the issuance of tree pratique even outside the office hours, when it is anticipated that they will be necessary. (4) The use of facsimile will be allowed for prior notification by ships and notification of the result of the prior inspection by the quarantine office. |
