Details of Measures | It was explained that it is impossible to go from a prior-notification system to a post-notification system in light of the need to ensure that Japanese security and public order are not adversely affected and the smooth operation of the economy is not disrupted by the signing or amending of a contract regarding the transfer or licensing of technology or other industrial property rights. However, it was added that every effort is being made to simplify this system by providing for same-day processing at the Bank of Japan for all but technology having a strong likelihood of creating such a situation (designated technology) and even for designated technology when the fee involved is 100 million yen or less. Finally, it was explained that study is being given to revising the procedures for such software within this designated technology class as, for example, programs other than basic operating systems for digital computers in full understanding of the actual situation and if necessary in full consultation with the other ministries and agencies involved. |
