Details of Measures | It was explained that it is difficult to detect viral infections of bulbs with inspections at the import alone and that post-entry quarantine inspection is currently carried out as the only effective way of detecting such infections. This same inspection method is used, albeit with some variation in the products subject to quarantine, in USA, Australia, the Netherlands, and other countries. Likewise, it was further explained that it is impossible to abolish this post-entry quarantine inspection requirement simply on the attachment of the certification by the exporting country because post-entry inspections have often detected harmful infestations on bulbs carrying plant quarantine certifications issued by official agencies in the exporting countries. It was also explained that a similar request has been received from the Dutch plant quarantine authorities regarding Dutch bulbs and that experts from Japan and the Netherlands are currently studying the technical aspects of this issue. |
