Subject | Concerning the radiation testing method, it was requested that 1. Increase in the number of inspectors and designation of inspection agencies be empowered to act on the government's behalf. 2. Setting the number of samples to be tested at one per application. 3. Establishment of new inspection facilities at Osaka Airport and elsewhere. 4. Acceptance of data from foreign test organizations. |

Details of Measures | 1. It was replied that effort is being made to increase the number of inspectors and enhance the available inspection facilities in line with the increase in food imports. At the same time, it was further replied that, quasi-public inspection agents meeting certain minimum capability criteria are being designated and test data is being accepted from these designated agents as well. 2. It was replied that the number of samples required for inspection is set at the lowest defensible level in light of amount of the product being imported, the characteristics of the foodstuff, the type of product involved, and other relevant factors. 3. Radiation screening tests are currently conducted at five inspection stations (Narita, Tokyo, Yokohama, Osaka, and Kobe) and inspection equipment is scheduled to be installed at Osaka Airport and several other locations in February. 4. It was replied on the acceptability of foreign-test data that Japanese policy since 1982 has been to register official inspection agents in the exporting countries and to accept test data from these registered inspection agents. |
