Subject Concerning the plant quarantine inspection for vegetable residuals,
1. Exception from the testing and inspection at subsequent ports when unloading is conducted at a number of ports and when the product has passed the testing and inspection at the first port of entry.
2. Expansion of fumigation including Saturday afternoons and holidays.
3. Exemption from testing and inspection for soybean meal and rapeseed cake on the grounds that they are primary agricultural products that have been heat-treated.
Details of Measures 1. It was replied that there have been numerous incidents in which pests were not discovered at the first port of entry but were discovered at subsequent ports of entry based on the characters of pests, and that it would therefore be technically difficult to extend the validity of first-port-of-entry testing and inspection results to subsequent ports of entry.
2. It was replied that every effort has been made to be as flexible as possible in treatment procedures, responding outside of working hours, and other aspects consistent with the basic goal of preventing the invasion of pests into Japan, and that the official involved intend to continue to be as responsive as can reasonably be expected to the needs of importers and other operators.
3. It was replied that it is impossible to waive this requirement, given the possibility of re-infestation of soybean meal, rapeseed meal, and other products by pests subsequent to pests, as evidenced by the rather high percentage of times in which import inspections have discovered pests.
