Details of Measures | It was explained that, 1. So long as there is no obstruction to the flow of traffic or impediment to traffic safety, permission will be granted for the use of roads. The use of a crane on adjacent property is allowed provided the owner of that property consents, and there are provisions for demanding the use of the adjacent property if construction conditions are such as to require the use of adjacent property. 2. The maximum wind loads a crane must be able to withstand during operation and during idle standing, as set forth in the Japanese Industrial Standards (JIS) and the Ordinance on the Safety of Cranes and Similar Equipment, increase the taller the crane, albeit in diminishing increments. As such, these wind-load standards are thus the de facto maximum wind-load factors. Wind-load standards for during operations are basically the same as the DIN standards, and wind-load standards for idle standing are somewhat higher due to the prevalence of typhoons and other severe weather conditions. 3. All cranes, whether made in Japan or imported, are subject to the same rigorous inspections during initial set-up. 4. The classification of construction cranes as set forth in the JIS is not substantially different from the classification used by European countries. |
