2. Simplification of approval procedures.
3. Setting up of specific standards.
Details of Measures The following points were replied to the complainant. The Law Concerning the Securing of Safety and the Optimization of Transaction of Liquefied Petroleum Gas (the LP Gas Law) stipulates that no gas heater may be displayed or sold that dose not carry an indication that it meets the technical standards for class-one liquefied petroleum gas appliances, etc., set by ministerial ordinance. However, because it is recognized that there may be times when such gas heaters are used in designated locations by designated persons in designated ways such as not to require the technical standards applying to gas stoves in ordinary used by the general public, Ministry of International Trade and Industry may, in accordance with the exception provision of Article 39, issue a special permit authorizing the sale of said liquefied propane gas appliance in light of its special usage conditions, limited sales, and other factors. In such case, data on said liquefied propane gas appliance's features, safety, and other specifications are required. At present, the Japan Gas Appliance Inspection Association is conducting tests in accordance with the technical standards and other inspections items in accordance with the ministerial ordinance on gas space heaters, and an overall decision will be made, including the possibility of a special permit from the Ministry of International Trade and Industry, based upon the results of these tests.
