| Details of Measures | Regarding the type approval for child restraints and other safety devices for motor vehicle, it was replied that it is impossible for the Minister to grant type approval to the device for which no test data are submitted because Japanese Government itself has to evaluate on the base of fair and impartial test data to determine whether or not the device is in compliance with the relevant technical standards of Japan even if the European standards is equivalent to the Japanese. On the possibility of the type approval by the Minister for Products that have already met foreign standards, it was explained that there are plans to arrange, should a formal request from a foreign testing institute be received, for the Ministry of Transport to examine its test procedures, capability, reliability, and other aspects in advance to assure whether the institute can provide fair and impartial test data and, if the testing institute is deemed suitable, to designate said testing institute as a institute of which test data can be accepted and to accept such data with applications for type approval. |
