Subject | Complaint that, when cargoes falling under the Washington Convention are imported temporarily for exhibition and then re-exported with an ATA carnet (customs passbook), treatment differs at the time of import and time of export.
Details of Measures | It was explained that items temporarily imported and then exported with the ATA carnet (customs passbook) under the ATA Protocol are accorded special treatment under the Export Trade Control Order and that import -export certification is thus unnecessary, but that this exception is waived in the case of items falling under the Convention on International Trade in Endangered Species of Wild Fauna and Flora and that such items require export certification, even though import certification is not needed. Study is now being given to ways to ensure consistency for items subject to the Convention on International Trade in Endangered Species of Wild Fauna and Flora.
