Subject 1. Clarification of the basis of the standards and review of the standards of the Road Vehicle Act concerning rear doors and rear sheets of vehicles.
2. The relevant standards of the Road Vehicle Act to give riding capacity for children in vehicles in general.
Details of Measures 1. It is replied that the Safety Regulations for Road Vehicles do not have any special provisions that require vehicles which have rear seats facing rear doors to have some devices that make the rear doors operable from the inside of the vehicles, and also replied that the said vehicle should have structure that passengers can safely and easily move from entrances to seats on the basis of the Regulations concerning entrances and aisles.
2. It was replied that it would be very difficult to regard the seat in question as available seat because it is not conformity with the seat size regulations under the Safety Regulations for Road Vehicles, but that it has been decided, after study from technical aspects, to determine the seat as a spare seat with a riding capacity one-adult-passenger under Article 22, paragraph 1, item 1 of the Safety Regulations for Road Vehicles.
It was also replied that the investigation by the Ministry of Transport have concluded that there are no generally accepted international handling methods for riding capacity of vehicles with built-in- child car seats.
