Details of Measures | The complainant is seeking to have the exporting country recognize the country-of-origin certificate issued by the complainant. Although the 1923 international convention on the simplification of customs procedures signed in Geneva in 1923 dose contain stipulations on the issuance and acceptance of country-of-origin certificates, the exporting country in this instance is not a signatory to the 1923 convention nor does it have a treaty with Japan regarding country-of-origin certificates. As a result, it is impossible for the government of Japan to mediate here and to ask the exporting country to recognize the country-of-origin certificate issued by the complainant.
