Subject | Concerning the facilities at Tokyo International Airport (Narita) for processing refrigerated fish imports, 1. Extension of the inspection time. 2. Acceptance of data from the exporting country. 3. Inspection by the private inspection agencies at the time of import. |

Details of Measures | It was explained that, 1. The times for inspection of food imports at Tokyo International Airport (Narita) were extended to 19:00 Mondays through Fridays and to 17:00 on Saturdays, and to 17:00 on holidays as of April 1, 1986, but it is at present difficult to extend the inspection time more than the above. It was further explained that efforts are being made to increase the food hygiene inspectors for the imported foods including fresh fisher, etc. which would increase more and more in future, and that the possibility of extending their service hours would also be examined in relation with the increase in the inspectors. 2. It is impossible for certification from the government of the exporting country (New Zealand) to take the place of the inspection at the time of import because this inspection focuses primarily on checking for spoilage or other changes that might have happened as a result of accidents on route. 3. Because the inspection as currently conducted is conducted in situation and very quickly, there is no perceived need to authorize private inspection agencies to conduct this inspection. Even if a private inspection agency were to conduct the inspection, notification of import would still have to be filed for foodstuffs and the like with the quarantine station, such that it would still be impossible to accept notification of import except during the hours that the quarantine stations are open as noted in paragraph. |
