Details of Measures | The Harbor Management Fund was established after consultation and agreement between two private groups of companies--the Japan Harbor Transportation Association, an organization of harbor transport companies, and a group formed by Japanese and foreign shipping companies, including the Japan Foreign Steamship Association. Therefore, the government believes it is not in a position to intervene in the contents of the Fund. However, in consultations on the extension of the Fund beyond April 1991, the Ministry of Transport strongly urged the Japan Harbor Transportation Association to implement the Fund after full consultations and agreements between the two sides, as it did at the consultations on the establishment of the Fund in 1989 and on the extension last year. Although contributions to the Harbor Management Fund had been made between October 1989 and March 31, 1992 under the agreement between the Japan Harbor Transportation Association and shippers' organization, no such agreement has existed since April 1, 1992. Therefore, the government replied to the effect that the Fund expired on March 31, 1992 and that it understands there will be no extension of the Fund in the future or its continuation in other forms. |
