Subject Elimination of the requirement that perfumes from the United Kingdom, Netherlands, and Italy carry certification that they do not contain DGMEE.
Details of Measures It having been determined that perfumes imported from the United Kingdom, the Netherlands, and Italy contain DGMEE (diethylene glycol mono ethyl ether), steps were taken in October 1985 to strengthen the inspection at the time of import.
Because the Ministry of Health and Welfare feels that it is impossible to relax the inspection at the time of import without full consideration of the results of the inspections to date as well as of whether or not DGMEE is present in perfumes exported to Japan and of the legal status of regulations pertaining to DGMEE in these countries, the state of inspection facilities to ascertain whether or not DGMEE is present in exports and other products, and other matters, the proxy complainant has been asked to provide the pertinent materials.
In response to this request, the governments of the United Kingdom, the Netherlands and Italy reported that they have taken the necessary measures, and the inspection was stopped as of December 21, 1990 regarding the perfumes from the United Kingdom and Netherlands and as of March 13, 1991 regarding ones from Italy.
