Details of Measures The designation of fertilizer additives is done only for those additive whose effectiveness, safety, and other properties have been ascertained as a result of deliberations in the Agriculture Material Council on the basis of data and other information submitted by the manufacturer, importer, or other body for the fertilizer additive in question and demonstrating the additive's effectiveness, safety, and other properties.
Although there is a preliminary examination to ascertain that the data and other information are in order before being submitted to the Agriculture Material Council, the information to be submitted has already been clearly stated (see the Ministry of Agriculture, Forestry and Fisheries Livestock Industry Bureau Director-General and the Fisheries Agency Director-General notifications of February 1980). When the preliminary examination takes longer than expected because the information is not in order, this is fully explained to the party submitting the information, and it is felt that the preliminary examination is sufficiently transparent even now.
Because the Agriculture Material Council brings together many specialist and expert members, it has been the practice to convene the Council only after the necessary information is available and they can conduct their deliberations most efficiently. However, it was replied that the amount of material to be reviewed has increased recently with the heightened concern for safety and that it is thus planned to convene the Council at least once a year so as to ensure prompt and appropriate processing of the Council's work.
