Subject Regarding import quarantine for cut flowers
1. Increases the number of inspectors both at Narita International Airport and in the Netherlands.
2. Expansion of the quarantine facilities at Narita International Airport and elsewhere.
Details of Measures It was explained that:
1. Every effort has been made to expand staffing at Narita Airport and to improve the facilities for fresh agricultural products there, and that such efforts will be continued.
There has been a sharp increase in exports of cut flowers from the Netherlands since the Government of Japan adopted provisions for pre-export inspection (in August 1985) and two Japanese inspectors have been stationed in the Netherlands on a standing basis.
In addition, one additional inspector was sent to the Netherlands from September to December 1989 when there was an especially conspicuous increase in cut flower export volume, and another additional inspector was also provided in April and May and again from September to December 1990. This is at the request of the government of the Netherlands in consideration of the volume of exports and is part of a bilateral agreement between Japan and the Netherlands. Thus, the needs for inspection are met by such personal arrangement as two inspectors on a standing basis and one additional inspector during especially busy periods.
The two governments are studying additional means for more efficient pre-export inspection arrangement in the event of further increases in export volume.
2. It was regarded that there are no impediment to smooth and effective inspection at Narita International Airport, owing to expansion of the inspection facilities in November 1989.
The quarantine arrangements would be improved through keeping close contact among Ministries and Agencies concerned.
