Details of Measures Under Article 7, Clause 1 of the above Law, in order to enter Japan, foreign nationals are required to
(1) carry a valid passport and visa
(2) to truthfully state the purpose of their stay in Japan on their application
(3) to meet the residence permit requirements set out in the attachment to the above Law
(4) to meet the standards set by the Ministry of Justice ordinances, in the case of persons engaged in activities listed in residence permits 1-2 and 4 of the attached list
(5) that the period of stay applied for conforms to the period of stay set out by Ministry of Justice ordinances
(6) that there be no reason to deny the applicant entry under Article 5 of the said Law.
In this complaint, the issue concerns whether the applicants satisfy requirements (3) and (4) listed above. Since the activities of the foreign nationals in question are unclear based solely on the information submitted by the complainant, the Ministry requested the complainant to send related information, on March 2, 1992. After receiving the information on March 13 and studying how to handle the matter, the Ministry advised the complainant that landing permits for the shaper and the ground preparation supervisor would be studied under the classifications of "skilled" and "technical" occupations respectively.
