Details of Measures | Specifications for line connectors used in electrical wiring work in construction ordered by the Housing and Urban Development Corporation, as set out in Section 2.2.1 - "Electric power line connections" of the Corporation's "Common Construction Specifications, " call for products meeting JIS specifications or which have received type permit under the Electrical Appliance and Material Control Law. Accordingly, since the product in question meets these requirements, it can be used in construction work ordered by the Corporation. The Corporation uses these specifications, which set out quality and functional standards of parts used in construction, to ensure the quality of housing construction; they do not specify the use of products of a specific maker. Therefore, contractors which have received orders for construction from the Corporation are free to select whatever parts they wish, from among those meeting the specifications described in the Common Construction Specifications. The complainant was informed that all parts meeting these standards, be they from domestic or foreign makers, are handled fairly, and that the Corporation neither excludes nor gives preferential treatment to products made by foreign manufacturers. |
