Subject Acceptance of applications in English under the Electrical Appliance and Material Control Law
Details of Measures Applications for registration, type permit, type approval and so on under the Electrical Appliance and Material Control Law are not permitted in any language but Japanese.
The complainant was advised that applications made in English or other foreign languages could be interpreted differently than what the applicant intends, which can prevent appropriate and thorough examination.
Accordingly, it is difficult to allow the use of foreign languages for applications. The complainant was also advised that when a foreign firm files an application, the necessary documents can be prepared by Japanese or foreign testing organizations on its behalf.
The complainant was further advised that the number of registrations by foreign firms under the Electrical Appliance and Material Control Law totaled 424 by the end of fiscal 1995, and a yearly average of 330 type approvals are obtained by foreign firms. These applications are made in Japanese, and the figures above indicate that applications made in Japanese only pose no barriers.
