| Details of Measures | 1. Processing period for examination Measurement examination offices were instructed to shorten processing time and to complete examination within 3-4 days after receiving the product. They will be instructed to carry out examination over the same length of time in the future. 2. Handling of requirement to label the product as a sphygmomanometer This requirement will be eliminated when the Rules for Certifying Specialized Measuring Instruments are changed until fiscal 1996. Until the ministerial ordinance is changed, prefectural measurement examination offices have been instructed to pass examination even if the equipment is labeled elsewhere than on the scale. 3. Active promotion of mutual recognition The ministry has begun discussions with European countries toward establishing mutual acceptance of test data for measuring instruments by foreign testing organizations, and will actively continue to promote this. 4. Use of "Certified Manufacturer System" Foreign manufacturers may be designated as certified manufacturers under the "Certified Manufacturer System, " which exempts from testing products made by manufacturers with quality control standards meeting specified levels, and two such manufacturers have already been certified. The ministry will continue to actively apply this system, by promoting smooth execution of testing for certification. 5. Production of English pamphlet A pamphlet in English will be produced by the summer of this year, which will be widely distributed to businesses, including the complainant. 6. Need for examination of aneroid sphygmomanometers The complainant's views, the examination of the OTO's Complaint Resolution Committee, and the measures taken by the Ministry of International Trade and Industry will be reported at the Administrative Council on Measurement's meeting scheduled to take place in autumn this year, regarding the need for examination of aneroid sphygmomanometers. |
