Subject | Harmonization of Fire Service Law regulations pertaining to small tanks when transporting hazardous materials by road with international standards | ||
Details of Measures | Hazardous materials must be transported in moving tanker facilities (Article 10 and Article 16-2 of the Fire Service Law) or in transport containers meeting specific standards (Article16 of the Fire Services Law). Chapter 16 of the U.N. Standards for Transport of Hazardous Materials prescribes standards for Intermediate Bulk Containers (IBC), but except for flexible containers for solids and flexible containers for liquids, intended to hold hazardous materials, no standards exist because there are no other actual uses. But since the complainant wants to use IBCs to transport hazardous materials, they were advised that this matter would be studied while monitoring trends in regulations for sea transport, with a view to achieving harmonization with these regulations. |
