Subject Government procurement procedures for non-stop automatic toll collection system on toll roads
Details of Measures The Ministry of Construction, through the research groups of toll road corporations, is said to be road-testing a non-stop automatic toll collection system; however, the ministry is not currently conducting any road tests.
The ministry will promote development of a non-stop automatic toll collection system, and together with the four-toll road corporations involved, is researching and studying the use of a common system, methods of using a card-based system, and future methods of development.
Accordingly, the complainant was advised on November 19, 1993 that concrete details, including procurement of a prototype model, had not yet been finalized.
The complainant was further advised in writing on February 4, 1994 that the ministry would instruct the respective toll road corporations to carry out procurement, including that of prototypes, appropriately, in accordance with agreements on government procurement. On July 11, 1994, a study committee was established to receive recommendations on how to conduct research and development on the technical aspects of a non-stop automatic toll collection system and on the related procedures. The following recommendations were made to the study committee on August 19, 1994: (1) research and development should be carried out jointly by the government and private sector participants publicly recruited; (2) public recruitment should be carried out jointly by the Ministry of Construction and the four toll road corporations; and (3) an evaluation committee made up of academic experts should be established regarding public recruiting and joint research. The complainant was advised orally on August 25, 1994 that joint study of a non-stop automatic toll collection system would continue along the lines of the above recommendations.
