| Details of Measures | In order to prevent the entry of insect pests which could cause great harm to domestic agricultural production, the import of host plants from areas where those pests occur is prohibited. The baskets of woven rice straw made in China which are the subject of this complaint are prohibited items. Even though certain plants may be prohibited from import, if the plant quarantine organization of the exporting country provides data proving that it has established pest eradication and sterilization technology and it is a country which Japan deems to have established technology, bilateral quarantine measures are studied and imports are allowed subject to certain quarantine conditions. However, in this complaint, no proof in the form of objective data is available that the necessary complete pest eradication and sterilization have been carried out, and the complainant was advised that merely attaching a sterilization certification is inadequate and that the product in question cannot be imported. The complainant was also advised that in the case of articles made from rice straw heated and flattened by compression, no pests can attach themselves to the rice straw and that such articles are not regulated by the Plant Quarantine Law. |
