Subject Acceptance of foreign test data pertaining to equipment (Hydraulic Kinetic Energy Storage Hybrid Bus) regulated by the High-pressure Gas Control Law.
Details of Measures 1. Japanese regulations are said to prohibit the use of equipment consisting of a hydraulic kinetic energy storage and a pressure vessel linked by pipes. However, the complainant was advised that this is contrary to fact and that equipment which conforms to the technical standards set down in the High-pressure Gas Control Law may be used.
2. The complainant claimed that while Japan requires that thickness be capable of withstanding pressure two or more times greater, Europe requires a thickness able to withstand 1.3 times the pressure. However, the calculation method for thickness used in Japan follows that used in the United States and differs from the German method, but the complainant was advised that Japan would study the European method if the basis (specifications) for 1.3 times the pressure and general design ideas were presented.
3. The complainant claimed that since the equipment which is the subject of this complaint falls under the inspection rules for special equipment, complicated procedures are required. However, the complainant was advised that hydraulic kinetic energy storage is excluded from special equipment under Article 3, Clause 3 of the said rules, and that this is not in fact the case.
