Details of Measures | 1. The quarantine inspection facilities at Narita Airport cover 152 square meters, including an area for preparation before inspection, a loading/unloading apron and the area under the eaves in front of the building. Use of this area is not restricted to specific cargoes and is open to cut flowers from Australia. Since the open space in front of the quarantine office is a public area, the plant quarantine office itself is unable to expand the size of the building any further. 2. Plant quarantine inspection officers determine the number of cartons to be selected for inspection when accepting applications for inspection and direct that these cartons be brought to the inspection site. Once document checks of imported cargoes are completed, the selected cartons are brought in, separated into cut flowers and seeds or seedlings and inspected in the order in which applications for inspection were accepted. The order of inspection is the acceptance number on the application form and is posted on a board at the inspection site. Inspection of each lot takes approximately 10-20 minutes. Time spent waiting at the inspection site can be shortened by using the appropriate timing to bring the cargo in for inspection in the posted order. The complainant was advised that efforts would continue to be made to conduct plant quarantine inspections of cut flowers speedily and appropriately. Regarding the area where samples are left while waiting for inspection at Narita Airport, the complainant was also advised that the waiting area would be roofed over, in accordance with a decision of the Office of the Trade Ombudsman (March 28, 1995). |
