Details of Measures | Underwriters' Laboratory (UL) of the United States has been designated by the Minister for International Trade and Industry as a foreign testing organization which may conduct type approval for Type 1 electric appliances in accordance with the standards permitted by the Electric Appliance and Material Control Law. Accordingly, if the firm undergoes type approval testing by UL using the standards permitted by the Electric Appliance and Material Control Law and applies for type approval attaching the test data, the minister for International Trade and Industry can verify this data and grant type approval. However, even though testing may have been conducted by a foreign testing organization specified by the minister, if testing is conducted using standards other than those permitted by the above Law, the product's safety when used in Japan cannot be guaranteed and application for type approval cannot be made using that data. In this complaint, the product in question passed testing only according to U.S. private sector specifications (UL specifications), which are different from those permitted under the Law and accordingly the complainant was advised that application for type approval could not be made using that data. Under revisions to the Electric Appliance and Material Control Law made in July 1995, 117 types of household appliances including reflectors were transferred from Type 1 to Type 2, and no longer require type approval (permit) from the government. |
