Details of Measures | The complainant, who submitted the lowest bid for the expansion project at New Tokyo International Airport but ranked second in technical aspects and accordingly was not awarded the project and requested clarification of standards for awarding contracts, was advised as follows: 1. Regarding specific proposals, the requirement for parties awarding contracts to evaluate bids on the comprehensive basis of technical proposals and bidding proposals is contained in notices and instructions relating to contract procedures. The items on which technical proposals are evaluated are contained in the tender documents specifying items to be inserted in a technical proposal. 2. The joint venture the complainant took part in came in second for the following reasons: (1) Luggage is subject to greater shocks using the tilt tray system proposed by the joint venture, compared to the conventional conveyer belt system; (2) Luggage could slide or roll over, due to the steep angle of incline of the conveyer belt. (3) Given the high ratio of tub usage which cannot be used on the conveyer belt, adopting this system would necessitate additional expenses for measures to deal with this, and for facilities other than the system. The complainant's understanding was obtained with this explanation. |
