Subject | Early acceptance of J-grade lumber as equivalent to JAS building materials | ||
Details of Measures | "J-grade" is a name commonly used in private transactions, but does not necessarily refer to common specifications nor does it indicate specifications formally approved by the U.S. Accordingly, it is difficult to judge whether J-grade materials are of the same quality as JAS-certified materials. However, regarding acceptance of standard construction materials conforming to specifications generally used in other countries, measures, namely that "construction materials meeting performance standards, meeting international assurances of responsibility, and meeting performance requirements for the frame wall building method (2 x 4 method) will be accepted as a general rule if so requested, " have been included in the government's Deregulation Action Program (set out in March 1995, amended in March 1996) and are being studied. The complainant was advised that discussions are being held with the relevant foreign organizations concerning "making it possible to use materials, laminated woods, etc. with many points in common with domestic materials, and which meet general specifications abroad, have sufficient structural strength, are manufactured under appropriate quality control conditions, and are certified as meeting foreign specifications, as is in domestic frame wall construction, " in accordance with the government's Emergency Priority Program for Lowering Housing Construction Costs (set out in March 1996). |
