Details of Measures | Regarding the guaranteed ingredient amount for application to register regular fertilizer produced abroad, the following is the reply to the complaint that application and registration should be facilitated by using the data of the country where the fertilizer is produced, and that it should not have to be inspected by Japanese bodies like the Japan Fertilizer Association, etc. When applying and registering, applicants are required to submit a sample of fertilizer to which is attached a slip of paper listing the amount of the main ingredients contained (results of sample analysis), with the application containing information on the necessary particulars, such as the guaranteed ingredient amount. A quantitative analysis is necessary to check the amount of the main ingredients contained. However, due to various conditions, the results of the analysis may differ somewhat, and the quantitative analysis method is determined according to the special features of each country's soil and growing conditions. In Japan, the quantitative analysis method used is according to notification by the Agricultural Environment Technology Research Center. In the United States, the AOAC method is used, and the EU uses an original quantitative analysis method based on a standardized directive. The ISO is currently studying the establishment of international standards, but only partial standardization is currently in effect. Fertilizer analysts are not specially designated, and neither is it necessary to have fertilizer analyzed and certified at specific facilities. As long as the fertilizer is analyzed according to the quantitative analysis method used in Japan, application and registration may be made using figures from analysis done abroad. The analysis for registration of fertilizer distributed in each country is carried out using the quantitative analysis method specified by the country in question. |
