Details of Measures | Under the Food Sanitation Law, the frequency of inspection and the number of samples required at the time of import of dishes, pans, etc. are irregular and occasionally pose a major burden for inspection. In order to speed up customs clearance, the complainant wishes to have prior notification from the quarantine office, partial clearance of imported goods and frequency clarified by cabinet or ministry ordinance on inspections. The following answer was explained. 1. When foods using the same ingredients and made using the same method and by the same manufacturer and so on are imported on a continuous basis, a continuous import system which omits inspection at the time of import, upon presentation of the inspection result certificate issued at the time of the first import to the quarantine office, was introduced in 1982. From December 1994, appliances, containers, wrapping materials and toys made from the same materials, using the same coloring ingredients and made using the same method, are permanently exempt from inspection at the time of import upon presentation of the inspection result certificate issued at the time of the first import. 2. A notification has been issued setting out the frequency of inspections. 3. An exporting country public inspection system is in use, whereby inspection at the time of import is omitted when inspection results issued by public inspection facilities of the exporting country registered with the Ministry of Health and Welfare conform to the Food Sanitation Law. 4. Quarantine offices may be consulted at any time prior to import regarding whether inspection is necessary and specific inspection particulars. |
