Description of Complaint | (1) Japanese wind resistance standards for paired glass are set out in the Ministry of Construction's Notice #109 of 1971. However, these standards are much more stringent compared to those of other countries, which prevents the spread of paired glass and is a barrier to expanded imports of the inner membrane. (2) Accordingly, the above notification should be amended and the resistance standards for paired glass relaxed, taking the standards in use in industrial countries into consideration. |

Details of Measures | 1. The ministry in charge studied wind resistance standards for paired and laminate glass used in tall buildings from the viewpoint of market access and also taking standards in use in other countries into consideration.
2. As a result of its study, the ministry effected a de facto loosening of strength standards for paired glass, by changing its calculation method from one based on the thickness of the thinner glass pane to one based on the total thickness except inner membrane of the glass. |
