Five-Year Plan for Implementation of Priority Measures
As decided on 24 December 2002,
Headquarters for Promoting Measures for
Persons with Disabilities
The following are priority measures, targets, and promoting means provided in Basic Programme for Persons with Disabilities (as decided at the Cabinet Meeting on 24 December 2002) that should be implemented during the first five years of the Programme term.
I.Priority measures and targets:
1.Measures for improving activities and participation of persons with disabilities
(1) Prevention of diseases that would cause disabilities, and treatment and medical rehabilitation
- To identify cause and symptom of intractable diseases, to develop treatment, and to promote research and development leading to quality of life.
- To develop network of perinatal medical treatment in all prefectures.
- To reduce cardiovascular disease through improving lifestyle.
- As for diabetes, to improve medical checkups, to reduce the number of patients suffering from the disease, and to increase the number of patients receiving continued medical treatments.
- To renew and install rehabilitation equipment necessary for functional recovery training at medical prison.

(2) Research and development of welfare equipment and promotion of universal design
- To standardize international guidelines for consideration of the needs of the elderly people and persons with disabilities in developing standards and/or guidelines - ISO/IEC Guide 71 - in JIS by fiscal year of 2003.
- To research, develop, and promote utilization of security system, anticrime, and disaster-response equipment in accordance with the types of disabilities.
- To research, develop, and prepare database for creating living and working environments suitable for the individual.
- To develop a technology to measure body size in approximately 10 minutes (it currently takes approximately 90 minutes to measure ) and to measure size and shape of some 100 persons with such technology by fiscal year of 2004 in order to establish an intellectual base in respect to body size and shape necessary for universal design.
(3) Promotion of accessible information
1) Elimination of digital divides
- To develop guidelines for designing IT devices used by elderly people and persons with disabilities, and sequentially to standardize each IT device in JIS by fiscal year of 2003.
- To promote development of engineers and organizations of training session for such engineers who support persons with disabilities through utilizing IT. To aim that more than 10,000 engineers take part in session by fiscal year of 2007.
- To set up bases for comprehensive support for utilizing IT for persons with disabilities.
- To promote public awareness and dissemination of accessible homepages.
2) Enhancement of provision of information
- To subsidise expense to produce closed-captioned, explanation, and sign language program as needed.
- To develop broadcasting program for persons with disabilities through promoting research and development of effective program-production technologies.
- To promote provision of relevant information to persons with disabilities in realizing their independent dietary life.
3) Research and development
- To develop, disseminate and promote IT telecommunication devices and system friendly to use for persons with disabilities.
- To develop navigation system for persons with disabilities.
- To research and develop network and technology to connect ubiquitous network and robot.
- To establish a JIS covering guideline for designing information system for assisting persons with visual disabilities for walking and moving through provision of voice information by fiscal year of 2003.
(4) Development of environments in accordance with revision of disqualifications for persons with disabilities
To improve educational and working environments in accordance with revision of disqualifications according to the agreement of Headquarters for Promoting the Measures for Persons with Disabilities (reached on 12 June 2001).
2.Development of the community bases
(1) Support for livelihood
1) Enhancement of user-oriented system for consultation and support
To enhance consultation and supporting system focused on local governments and to develop bases for management system.
2) In-home care services
- To secure some 60,000 home-helpers.
- To develop short-stay for some 5,600 persons in the aggregate.
- To develop some 1,600 day-service centres.
- To develop day-service facilities for some 11,000 children with disabilities in the aggregate.
- To develop 280 day-service facilities for severely disabled children.
- To develop group homes for some 30,400 persons in the aggregate.
- To develop welfare homes for some 5,200 persons in the aggregate.
- To promote project undertaken in local governments to encourage social integration of persons with disabilities.
3) Institutional services
- To develop day sheltered workshops for some 73,700 persons in the aggregate.
- As for institutional services, day sheltered workshops should be developed. Institutions should be restricted to those who are in really need and it should be utilized as resource of the community.
(2) Living environments
1) Town-building based on universal design
To support prefectural governments to develop towns based on universal design.
2) Promotion of accessible house and building
3) Promotion of accessible public transportation system and walking space
- To promote removing different floor levels, installing tactile ground surface indicators for persons with visual disabilities and establishing toilet for persons with physical disabilities (in case there are such facilities) at all the railway stations, bus terminals, passenger ship terminals and airport terminals in principle that handle daily passengers of no less than 5,000 on the average.
Target: 100% by 2010
Of the above timetable, removal of different floor levels should have been completed by 2005 up to percentage below;

- To promote availability of rolling stocks accessibility improvement;
Some 20% by 2005

- To promote availability of lowered-floor buses;

- To promote availability of passenger ships accessibility improvement;

- To promote availability of aircrafts accessibility improvement;

- To promote availability of taxis for the Aged and Disabled;
2,600 vehicles by fiscal year of 2005
- To develop accessible main roads around major railway stations;
53% by fiscal year of 2007
- To promote availability of toilets and parking spaces for persons with physical disabilities at service area and parking area of highway and of "MICHINOEKI" along major trunk roads to be built.
- To set railings, gently-ramped slopes and similar facilities, and moderate embankments and shore protections at waterfront plazas and similar areas to be newly constructed along rivers under the direct control of government.
- To develop facilities with railings, slopes, rest house, toilets and parking spaces for persons with physical disabilities at all new green areas near the ports available for all people.
- To develop facilities available for all people in the woods in consideration of accessibility.
- To provide the Geographic Information System including barrier/barrier-free information about public roads and streets.
4) Securing of traffic safety
- To promote establishment of accessible traffic signals to develop some 80% of accessible traffic signals on the road which are composed of designated route under the Traffic Barrier-Free Law.
- To promote "Safe Pedestrian Areas" and to reduce the number of death in traffic accidents by some 20% and those of involving pedestrians and bicycles by some 30%.
5) Promotion of availability of getting a driver's license
- To instruct the designated driving schools to support persons with disabilities, for instance to permit them to take driving lessons with their own cars.
- To promote availability of taking a driving license test for persons with disabilities through using persons with their own cars.
- To consider protection of privacy of persons with disabilities in applying for driver's license, and to enhance consultation system for dealing with their driving aptitudes.
6) Securing of safety life
3.Enhancement of measures for persons with mental disabilities
To deinstitutionalize some 72,000 persons with mental disabilities within ten years who may be deinstitutionalized, in case of necessary conditions being satisfied within ten years, and assist their social integration. In order to achieve this target, comprehensive measures should be further considered.
(1) Health and medical treatment
- To establish emergency psychiatric medical system in all prefectures.
- To develop a manual of caring for depression, trauma, and insomnia and disseminate the manual to the organizations of health and welfare in the communities by fiscal year of 2003.
- To compile and disseminate case studies on "Case Management Model Projects for Adolescent Mental Health" by fiscal year of 2003.
- To develop and disseminate guidelines for mental health activities in the communities dealing with "seclusion from society" among young people by fiscal year of 2003.
- To train specialists engaging in measures and care for trauma and adolescent mental health.
(2)Social welfare
1) In-home care services
- To develop some 470 community livelihood support centres for persons with mental disabilities.
- To secure some 3,300 home-helpers for persons with mental disabilities.
- To develop group home to accommodate 12,000 persons with mental disabilities in the aggregate.
- To develop welfare home to accommodate some 4,000 persons with mental disabilities in the aggregate.
2) Institutional services
- To develop life training institutions (supporting dormitories) to accommodate some 6,700 persons with mental disabilities in the aggregate.
- To develop day sheltered workshops to accommodate some 7,200 persons with mental disabilities in the aggregate.
* Home helpers, group home, welfare home, and day sheltered workshops for persons with mental disabilities mentioned above are detailed targets of the program under 2 (1).
4.Enhancement of international cooperation in the Asian and Pacific regions
(1) Consideration for persons with disabilities in Official Development Assistance
- To receive trainees through JICA.
- To support through Grant Assistance for Grassroots Project.
- To support NGOs through Grant Aid for Japanese NGOs and Project Subsidies for NGOs.
(2) Promotion of international cooperation through international organizations
- To promote support for the Asia-Pacific Development Centre on Disabilities scheduled to be open in 2004.
- To contribute to Japan- ESCAP Cooperation Fund.
- To contribute to United Nations Fund for Persons with Disabilities.
5.Promotion of Public Awareness
(1) To raise people's awareness of the term and concept of a cooperative society
To raise people's awareness of the term and concept of "a cooperative society" and make 50% of the adult population understood during the effective period of Basic Programme for Persons with Disabilities.
(2) To promote understanding of persons with disabilities among public service providers in cooperation with relevant organizations and associations.
6.Education and training
(1) Structuring of continuous consultation system
- To develop guidelines for system for providing continuous and effective support in the communities by fiscal year of 2004.
- To develop guidelines for system for providing educational support to students with Learning Disabilities (LD) or Attention-Deficit/ Hyperactivity Disorder (ADHD) in elementary and lower secondary schools by fiscal year of 2004.
- To develop individual support plan at special schools by fiscal year of 2005.
(2) Enhancement and diversification of function of specialized organizations
- To consider the system of special schools serving as special education centers in the local communities and reach the conclusion in fiscal year of 2004 and improve the Teacher Certificate System for special education based on the review.
- To establish a school for educational research of autism through collaboration with a university and The National Institute of Special Education by fiscal year of 2004.
(3) High-quality education and research
- To consider the system of special schools serving as special education centers in the local communities and reach the conclusion in fiscal year of 2004 and improve the Teacher Certificate System for special education based on the review.
- To develop comprehensive system meeting the needs of schools to provide information of education for students with disabilities by The National Institute of Special Education structure by fiscal year of 2004.
(4) Promotion of accessible facilities
To develop guidelines serving as a reference to build accessible facilities at elementary and lower secondary schools in fiscal year of 2003, and compile case studies of planning and designing methods in fiscal year of 2004.
7.Securing of employment and jobs
To aim to increase the number of persons with disabilities who can find jobs through Public Employment Security Office to 30,000 in one fiscal year by fiscal year of 2007, and the number of persons with disabilities who are hired as noted in the employment survey of persons with disabilities of fiscal year of 2008 to 600,000 through promotion of trial hiring, job coaches, and various grants and implementation of job training.
II.Measures for promoting the Five-Year Plan
- In promoting the Five-Year Plan, appropriate response should be made in accordance with the needs of individual disabilities and socio-economic conditions, and the Five-Year Plan should be reviewed as needed.
- For steady and effective promotion of the Five-Year Plan, Headquarters for Promoting the Measures for Persons with Disabilities should hold annual meeting to exchange views with organizations of persons with disabilities. Progress of the Five-Year Plan should be examined and disclosed every fiscal year.
- To develop remedies for unfair and discriminatory treatment against persons with disabilities.
- In promoting the Five-Year Plan, the Headquarters should hold annual meeting in order to cooperate closely with all prefectural governments. Technical support should be provided to the local governments that have not yet established the Programmes for Persons with Disabilities so that the Programme could be established in all local governments.
- To develop comprehensive database concerning persons with disabilities by fiscal year of 2004.
