15. Further efforts need to focus on priority areas where progress was found inadequate and action was lagging during the implementation of the Asian and Pacific Decade of Disabled Persons, 1993-2002. By resolution 58/4, Governments in the region defined the priority policy areas as:
(a) Self-help organizations of persons with disabilities and related family and parent associations; (b) Women with disabilities; (c) Early detection, early intervention and education; (d) Training and employment, including self-employment; (e) Access to built environments and public transport; (f) Access to information and communications, including information, communications and assistive technologies; (g) Poverty alleviation through capacity-building, social security and sustainable livelihood programmes.

For each priority area, the following have been identified: (a) critical issues, (b) millennium development goals, where applicable, (c) targets of the Biwako Framework and (d) action required to achieve those targets.
