The International Youth Development Exchange Program (INDEX) for FY2019

On occasion of Imperial Succession in 2019, the INDEX Program 2019 was developed from the International Youth Development Exchange (INDEX) Program, commemorative program of the Imperial Marriages of the then Crown Prince in 1959 and in 1993. The INDEX Program was launched as “Japanese Youth Goodwill Mission” in 1959 and had implemented as the “International Youth Development Program” since 1994, integrating “Invitation of Foreign Youth Program” that started in 1962)

Purpose

The INDEX Program 2019 includes “Japanese Youth Goodwill Mission” and “Invitation Program of Foreign Youth to Japan.”

The new 2019 “Japanese Youth Goodwill Mission” sets themes for three regions based on the internationally recognized issues:

  1. Europe and Africa,
  2. North, Central, and South America
  3. Asia and Oceania.

The purpose of the program is to send Japanese youths to two countries in above-mentioned each region and engage them with multi-case study, thereby nurturing young people who have global perspectives to meet the needs of a complicated global society of today.

The purpose of the “Invitation Program of Foreign Youth to Japan” is not only to deepen understanding of the regional themes through discussions between Japanese youths and overseas youths, but also to promote mutual friendship and understanding between them, to broaden the international perspectives of youth in each region of Japan, and to foster the spirit of international cooperation and develop the ability to put it into practice. As such, the objective of the program is to nurture and develop youths who can demonstrate leadership skills in various ?elds in a global society, and to facilitate social contribution activities by the youths.

Japanese Youth Goodwill Mission

(1) Countries

  • Europe & Africa : Republic of Austria, Republic of Lithuania
  • North, Central, and South America : United Mexican States, Republic of Peru
  • Asia & Oceania : Republic of the Philippines, Socialist Republic of Viet Nam

(2) Number of youths

Three delegations (a delegation basically consists of one National Leader, one Assistant National Leader and 12 participating youths) were sent to two countries.

(3) Duration of the visit: 18 days

Invitation of Foreign Youths to Japan

(1) Participating countries: 6

  • Republic of Austria, Republic of Peru, Republic of Lithuania, United Mexican States, Republic of the Philippines, and Socialist Republic of Viet Nam

(2) Number of foreign youths to be invited: 47 in total

  • Each delegation of a participating country basically consists of 8 members, including 1 leader and 7 participating youths.

(3) Duration of the invitation (length of stay in Japan): 16 days

  • October 5 to October 20, 2019 (inclusive of the days of arrival to and departure from Japan)

    • The International Youth Conference
    • Institutional visit
    • Courtesy call
  • b. Regional Program
    • Courtesy call
    • Exchange programs with local youths under various themes
    • Homestay

Overseas participants joined the discussion and institutional visits with Japanese participants based on three courses for the Tokyo Program

  • Labor Society in Japan and Each Country
  • Disaster Management
  • National Identity and Multicultural Society
