Deepening Quantum Technology Collaboration among Japan, the EU, and Denmark

1.Overview

As a follow-up to the Letter of Intent on Quantum Technology Cooperation between Japan and the EU (signed in January and May 2025) and the Memorandum of Cooperation between Japan and Denmark, a Japanese delegation consisting of quantum stakeholders from government, industry, and academia visited Copenhagen, Denmark. The purpose was to strengthen international collaboration in quantum technology among Japan, the EU, and Denmark.

Specifically, the delegation participated in the EU Quantum Technology Conference, engaged in policy dialogues, and took part in government-industry-academia collaboration events. These activities were smoothly implemented with the full support of the Danish government.

From November 10 to 12, the Japanese delegation attended EQTC in Copenhagen. Dr. Akihiro Sato (Cabinet Office) and Dr. Masahiro Horibe (AIST G-QuAT) joined panel discussions to present Japan’s approach to quantum ecosystems and international collaboration. G-QuAT and the startup QunaSys also exhibited, highlighting Japan’s presence.

Japan-EU-Denmark Policy Roundtable

On November 10, Japanese and Danish stakeholders met for a business matching event to exchange views on quantum technology. The following day, researchers and companies from both countries discussed recent advances and collaboration opportunities in hyperpolarized MRI, solid-state quantum sensors, and optical lattice clocks, with an eye toward future joint research.

On November 12, quantum policy officials from Japan, the EU, and Denmark met for a roundtable to discuss progress in the Japan-EU Digital Partnership, human resource development, standardization, and industrial collaboration. Participants exchanged views on international cooperation frameworks and strategies for future collaboration.

Also on November 12, a networking reception at the Ambassador’s residence brought together representatives from both countries’ government, industry, and academia, fostering broad exchanges and further momentum for collaboration.

On November 13 and 14, the delegation visited the Niels Bohr Institute and the Technical University of Denmark. Through seminars and lab tours, participants deepened mutual understanding and discussed sharing research results and promoting talent exchange in various quantum technology fields.

3.Outcomes and Significance

Concrete Progress in International Collaboration and Talent Development – Japan and Denmark held forward-looking discussions on international joint research, talent development, and industrial collaboration in quantum technology, while also advancing efforts to expand the foundation for research activities and personnel exchange.

Strengthening Japan’s International Presence – Participation in Europe’s largest quantum technology conference enabled Japan to present its international collaboration policies and emphasize the importance of building a quantum ecosystem.

Confirmation of Collaboration Frameworks through Policy Dialogue – Policy dialogues among Japan, the EU, and Denmark reaffirmed the direction for strengthening cooperation and developing the quantum technology ecosystem.
