Subject Concerning the import of seeds, exemption from the obligation to attach the phytosanitary certificate issued by the government of the exporting country.
Details of Measures It was explained that Japan, exercising its authority under the International Plant Protection Convention, requires phytosanitary certificates issued by the competent government agency of the exporting country, and that there are no provisions for waiving this requirement in special cases or for certain companies as requested.
Aware, however, that seeds are often imported in small packs through the mail or brought in for specimens and that it can be difficult to attach the certificates required by the International Plant Protection Convention to such small packets, it has been decided that a new tag system will be introduced under which tags bearing only such minimum information as the name of plant and date of inspection will suffice. Notification of this decision was sent to the British plant protection inspection authorities on February 25
