Details of Measures | The Explosives Control Law regulates the import, sale and use of explosives to prevent disasters from their use and ensure public safety. Emergency use parachutes are regulated under Article 2 of the Law, which deals with products using powder and explosives. Anyone wishing to sell explosives shall obtain a seller's permit and may transfer (sell) explosives if an ordinary user obtains a permit for transfer or consumption. It was explained to the complainant that individual explosives which have passed the inspection for prior evaluation of safety are exempt from the Explosives Control Law, in which case the permit described above becomes unnecessary. |
